German Public Universities That Accept MOI Instead of IELTS or TOEFL

If your previous education was taught entirely in English, some German public universities accept a Medium of Instruction certificate—commonly called an MOI—as proof of English proficiency.



However, MOI acceptance is usually programme-specific. A university may accept it for one course while requiring IELTS, TOEFL or another certificate for a different course.


What Is an MOI Certificate?

An MOI certificate is an official letter from your school or university confirming that your programme was taught entirely in English. It should normally be signed, stamped and issued on official letterhead.


Universities Where Selected Programmes May Accept MOI

The following are programme examples—not university-wide IELTS waivers:

  • TU Darmstadt – A completed degree taught in English is considered sufficient, subject to the individual programme regulations.

  • University of Hamburg – Selected programmes and tracks may accept a previous degree completed entirely in English.

  • FAU Erlangen-Nürnberg – Programmes such as Information and Communication Technology and International Business Studies may accept MOI. However, some programmes, including Artificial Intelligence, do not accept an MOI letter.

  • University of Technology Nuremberg – UTN – Programmes such as AI & Robotics and Human and Artificial Intelligence may accept proof that the entire previous degree was taught in English.

  • TU Dortmund – Data Science and Econometrics are examples where an English-taught bachelor’s degree with an MOI letter may be accepted. This does not apply to every programme.

  • TU Dresden – Selected CMCB master’s programmes accept official confirmation that a previous school or university programme was taught in English.

  • University of Wuppertal – Smart Materials and Systems is one programme where an English-taught bachelor’s degree may be used as proof.

  • University of Bayreuth – Selected programmes, including Philosophy & Computer Science, may accept an official English MOI letter.

  • TH Ingolstadt – Most programmes, such as Autonomous Vehicle Engineering, accept an English-medium school certificate.

  • Kaiserslautern University of Applied Sciences – International Management and Finance may accept proof of an entirely English-taught bachelor’s degree. Other courses may reject MOI.

  • University of Bremen – Communication and Information Technology and Control, Microsystems and Microelectronics may accept an MOI statement on the certificate, transcript or a university letter.

  • Hochschule Bremen – Electronics Engineering may accept an English-taught bachelor’s degree as proof of English proficiency.

  • University of Augsburg – Data Science, Computer Science and certain other programmes accept an MOI certificate when the complete previous degree was taught in English.

  • University of Hildesheim – Data Analytics & Software Engineering programs accept an official, signed and stamped document confirming that the previous programme was conducted entirely in English.

  • Technical University of Munich – TUM – Previous English-medium education may be accepted, but the required proof can vary between programmes. Some courses use English-taught credits or an English bachelor’s thesis instead.


Check the Exact Programme Before Applying

Do not apply solely because a university appears on this list. Before submitting an application, check:

  • Whether MOI is accepted for the exact programme and intake

  • Whether the entire previous degree must have been taught in English

  • Whether a signed and stamped MOI letter is required

  • Whether the transcript or degree certificate must mention the teaching language

Requirements can change, and even a small misunderstanding can lead to rejection.
